Kevin Malunga is a Johannesburg-based lawyer who has served as an academic, bureaucrat, researcher, entrepreneur, anti-corruption commissioner and ombudsman at different stages of his career. His most recent role was as the Deputy Public Protector of the Republic of South Africa. In this role his focus was on preventing and redressing the negative impact of state action or inaction through conducting investigations into corruption and service failure by state organs.

Other recent contributions include serving as State Law Adviser/Spokesperson to the Marikana Judicial Commission of Inquiry. Mr Malunga also served as a State Law Adviser on Policy Co-ordination and Monitoring at the Department of Justice and Constitutional Development, with his responsibilities including the Traditional Courts Bill, the Discussion Document on the Transformation of the Judiciary, drafting legislation and formulating policy. He has also served as an aide and researcher to the Committee on Institutional Models in the Office of the South African Chief Justice, where he was also Acting Chief of Staff. He has been a member of the American Society of International Law from 2002.

He is passionate about fighting corruption and good governance, in particular the role of the rule of law in ensuring stable democratic dispensations and as a catalyst for investment and strong economies. His work has exposed him to all echelons of the public and private sector including Heads of State, government officials and corporate leaders.  He has also been very active in empowering the most impoverished and vulnerable in the community. He holds a BA Law from the University of Swaziland. He also acquired an LLB degree from the University of Natal in South Africa and an LLM in International Law from Georgetown University Law Centre in Washington DC. He is currently a candidate for Doctor of Juridical Science at the University of Wisconsin-Madison Law School in the US. His dissertation focuses on economic justice in South Africa, in particular the right to housing, assessing the ability of courts to effect social change.  He also lectured in law at the University of Natal, and the University of the Witwatersrand.

Jonathan Shapiro, the founder and owner of Shapiro Advisors LLC, is a seasoned global compliance professional with deep experience in developed and emerging markets. With over two decades of experience, Jonathan specializes in conducting internal investigations, leading complex fraud and corruption investigations, and in all facets of corporate compliance.

As the longest serving Integrity Compliance Officer (ICO) at the World Bank Group (WBG), Jonathan managed daily worldwide operations of the WBG’s corporate compliance enforcement function, which included evaluating compliance program effectiveness and determining whether sanctioned entities had satisfied required WBG conditions, thus warranting removal from the WBG’s public debarment list.

Jonathan has guided debarred parties in the design, adoption, and implementation of effective integrity compliance programs; monitored their operation and made determinations as to whether the required sanctions conditions had been satisfied.

He has counselled CCOs, General Counsels, CEOs, and Audit Committees on compliance program design, process and improvements, and in the monitoring of compliance programs and risk mitigation strategies, all to ensure best practices in accord with rapidly evolving international best practices. In addition, Jonathan’s role as ICO provided him with unrivalled insights and practical experience in the design, implementation, testing, and review of corporate compliance programs for companies of all sizes.

As a military prosecutor for the United States Navy, thereafter as a New York County Assistant District Attorney, and finally with over 15 years at the WBG, Jonathan has conducted numerous internal investigations around the world. These have included employee misconduct, complex fraud and corruption matters, as well as collusion. Jonathan has designed and led customized anti-corruption, ethics, human trafficking and international human rights courses for senior civilians and military professionals in fragile and conflict areas, and across Africa and the Middle East.
